The 1-year, at 6.49% for an owner-occupier at 80% LVR. Bankwest's terms run 1-year 6.49%, 2-year 6.59%, 3-year 6.69%, 5-year 6.79%. When the longer terms are cheaper the lender expects rates to fall; when they are dearer it expects rises.
There is no set figure. Bankwest calls it "fixed rate break cost" and works it out on the day from the move in wholesale rates since you fixed.
